Something like that. I's been a long time since I've seen Azami-san in action, but he formed them in his hands and attacked that way. He was extremely proficient in close quarters combat, to give you an idea of his style.
There are people with more ranged styles, of course. Manifesting and throwing bombs, flinging elements, stuff like that. Everyone has their own way of using their sorcery.
