Seems that way. Not all magic is the same when it comes to our different worlds.

Iris can manifest things from art. I'm pretty sure that's how he made Penny - drew up a blueprint and just pulled her out of it.

She's an arm. Like... a robot arm? Made of metal and stuff, but she can think and move on her own. So if Iris really did all that, he animated her like someone did the flowers, in a way.

Oh. Craft can make use of some art stuff like that but... probably a bit differently.

I guess with Heaven it really does make it feel like it could be anything. "Magic" in general seems a lot more open book, too. When you consider the way it is in different worlds.

With all the things we've seen here already, it doesn't feel like there are really any limits. And... yeah, "magic" is a lot more open than anything else I've seen back home. No one could do the sorts of things Mr. Anders can.
